Meet David Rees
David Rees is a Director at Leapwise. He is passionate about policing and justice strategy and transformation projects that make a difference for the public.
Professional Experience
David has recently joined Leapwise after running a consultancy based in the Caribbean. He has worked for the last 18 years across the UK and the Caribbean – largely for PwC, EY and Deloitte – in the policing, justice, defence, and national security sectors.
He’s helped clients in those spaces to deliver organisational and system-level transformation work. Some example clients have included the Metropolitan Police Service, the Home Office, the Ministry of Justice, Hampshire Constabulary, Sussex and Surrey Police, the Civil Nuclear Constabulary and many more.
Ways of Working
David is motivated by working with smart and ambitious people who want to tackle difficult problems and deliver impact. Focused on understanding the big picture, David works to accelerate the drivers to designing and delivering change, whilst also having an eye for detail.
He most enjoys seeing the real-world impact of his interactions and projects on individuals, families and communities. His approach is informed by years of applying leading tools and frameworks to a variety of issues and challenges, both in the UK and internationally. His varied experience provides an unusual breadth and depth of knowledge and insights.

Client Impact
At the Met, David spent over a year and a half designing detailed, force-wide operating model transformation plans for both Specialist Crime and Operations and Head Office. That helped to deliver 20% cost reduction and an 18% reduction in priority crime, whilst holding public confidence levels steady.
After that, David was part of force-wide or collaboration transformation programmes with other Police, Fire and Ambulance services, helping to deliver on PCC and senior leader priorities.
As Leapwise’s most recent hire, David is set to focus on leading our policing and justice work around corporate and human capital strategy and transformation programmes.
And, when he isn’t working, David can be found cooking, drawing or playing sport. He’s also (mostly) adapted to the weather having recently moved back to the UK.
