Joint Combatting Drugs Unit away day
Tom and Sean supported a cross-government unit to take stock on our priorities and plans. I’d highly recommend Leapwise after this experience; they designed and delivered a hugely professional and inspiring session that helped to focus the team on how our day-to-day work delivers for the core purpose of what we’re seeking to achieve. They ran us through exercises that challenged us on our long-term focus – such as mapping where we spend our time against the goals of our work and voting against the priority deliverables including new areas that the team were energised to pitch. They also expertly took us back to the decisions we can make today and how we organise ourselves in an efficient and agile way with practical tips and making sure there was collective ownership of this across the team.

We met Leapwise back in 2021 and were immediately impressed with their awareness of the unique position we, PDS, found ourselves in. They understood both the policing and political dimensions of our challenges and were able to offer relatable and credible viewpoints.
Leapwise have set themselves up to bring top tier consulting practices (often out of reach for the majority of Public Sector) in an accessible manner to policing. It was clearly evident from the off, that Tom, Charles and the team understood policing but using their skills and techniques were able to offer credible, constructive challenge and enable a greater range of thought leadership in tackling complex strategic issues.
The team were incredibly mission focused and were keen to ensure they met the goals and achieve an excellent outcome but along with this were able to offer flexibility and adaptability in approach as, with all of policing, things can change in a heartbeat! We dealt them a curve ball mid engagement where we asked them to work alongside another consultancy which we had enlisted to help with another challenge. Tom and the team quickly adapted and ensured there was good quality alignment and knowledge sharing across both companies. The team brought creative insight and a good mix of past experiences/insights from other sectors which helped and made for an enjoyable working experience.
The out turn of the work Leapwise completed has built a solid strategic foundation for the company to build its service offerings from. This in turn has enabled the company to develop its 3 year strategy with a great deal of confidence that it is achievable.

I was initially introduced to Leapwise through another piece of work they had been supporting Hounslow with. It was impressive how they had been able quickly establish a good understanding of Hounslow’s strategic intent and provide work which added value. After discussing the requirements of my own project, to accelerate documenting systematically the expected benefits of a range of proposed change activity. Feedback from senior officers across the projects was positive throughout, particularly Leapwise ability to limit the burden placed on existing resources through ensuring all engagement was focused on the core task. The outcome surpassed expectations as it has delivered a methodology Hounslow is now seeking to adopt across all relevant change activity.

Secure Schools project
Following Charlie Taylor’s review of youth justice and recommendations, we asked Leapwise to help us think about how Catch22 might deliver a ‘Secure School’, based on our expertise and operational capacity in children’s social care, rehabilitation and resettlement, and alternative provision education. Tom Gash’s reputation of combining intellectual mastery with frontline experience was immediately confirmed as Leapwise helped us shape our brief in a dynamic political and policy environment. One of the most valuable aspects was support in reframing the problem pragmatically, leading to alternative solutions.
Over 6-8 months Leapwise drove two parallel workstreams: designing a new transformational service model for young people in care and custody, while also identifying, building and consolidating a range of potential partners, local and national. Colleagues across Catch22 enjoyed working with Tom and Leapwise very much, particularly valuing an approach to project management that favours candour, human relationships, and paperwork on a ‘needs-only’ basis. We wouldn’t hesitate to appoint Leapwise in the future.

West Midlands Childrens’ Services
Safe Centre
Leapwise were commissioned to help the West Midlands Safe Centre Partnership with their feasibility study to establish a Safe Centre. This involved working with and getting agreement from 14 Local Authorities, the West Midlands Combined Authority, the Office of the WM Police & Crime Commissioner, Health partners, Catch 22 and Kibble Scotland. This is a first for the West Midlands and required sensitive handling against a tight timeline. Tom and Nathan from Leapwise handled this brilliantly, keeping all stakeholders informed and working at pace. The addition of bringing in experts from across the disciplines ensured through workshops ensured that we had a consistency in our approach throughout.
I have no doubt that the success of our bid to the design phase, which will potentially have a significant impact on the lives of vulnerable young people for many years to come was down to the rigour and quality of the analysis and attention to detail that Leapwise instigated from the beginning. We had a confident case built from the intelligence gleaned from a wide variety of datasets but it is the interpretation and application that Leapwise used in their analysis that made the difference.
